Since1990’s, China has gradually formed its policy in East Asia regional cooperation from good neighborliness to regional cooperation. Its aim is to construct peaceful. and stable surrounding, to promote China’s economic development, to solve non-traditional security problems, and to improve China’s soft power. As to the means of implementing its policy, China is devoted to setting up free trade areas and financial cooperation in economic field, while in political area, China focuses on enhancing mechanism construction based on regionalism and supporting the ASEAN’s dominant status in regional cooperation. As far as national security is concerned, China prudently confronts traditional security problems and promotes non-traditional security cooperation. So far, the typical Chinese policy of East Asia regional cooperation has achieved some success.After America’s return to Asia-Pacific, it has carried out a series of policy directed against China and its East Asia regional cooperation policy, which aims to suppress and remold East Asia cooperation mechanism with the Asia-Pacific engagement mechanism so as to enhance its dominant role in politics and economy in Asia-Pacific area. The USA emphasizes its military existence and security function in East Asia through its bilateral alliance system and therefore challenges China’s regional cooperation policy in East Asia. Presently, America’s return to Asia-Pacific has posed realistic threat to China’s East Asia regional cooperation policy in the field of politics, economy and security. The threat embodies politically in America’s entering East Asia multilateral mechanism to play a dominant role, and economically in America’s promoting TPP to menace China’s free trade area strategy. In light of security, America supports other countries in territorial sovereignty and transforms regional cooperation themes.To face America’s return to Asia-Pacific, China advances its strategic measures in the original framework of East Asia regional cooperation policy. China should dialectically view America’s impact and clearly see the prospect of East Asia regional cooperation. Today’s East Asia regional cooperation is at a strategic stage of adjustment with different mechanisms involved. If China can deal with the situation properly, the regional cooperation will still progress in a twisting way.
