On The Transformation Of Local Government From The Financial Expenditure Of Changning District

Establishing Service Government is the main target of administrative reformation raised by the Party and government.In the new stage, establishing Service Government is better for people’s benefits, improving the ruling capability and carrying out the purpose of the Party.In this article, through researching the public expenditure and its effects of Changning District in the past10years, I found that local government is only to wait the transformation passivly once they offered the public products and public services. Comparing the expenditure structure of foreign government, it is only a beginning for our country to develop local government function. It is far from the Service Government raised by the Party, too. Economy is the main reason to restrict government transforamtion, therefore, developing economy is the key to solve all kinds of problems.
