Human resource is one of the most critical strategies of Customs’ reform and development. In recent years, with the rapid growth of China’s export-oriented economy, the contradiction between the rapid growth of business volume and the relative lack of human resource has become a prominent problem restricting the development of China Customs. With the intense shortage of manpower, customs nationwide cry for additional human resource. However, it is a new challenge to human resource disposition that Central Government controls strictly the set of administrative bodies and administrative personnel, while local governments at all levels want to increase customs branches and staffs from all aspects. Obviously, in order to enhance customs supervision and service, as well as to solve the problem between rapid growth of business and inefficiency of human resources, there is no other way than simulating the vitality of present human resources. Incentives to improve the customs’ human resource is an important measure to revitalize the existing human resources.First, the thesis introduces the background, significances, writing ideas and structures at the part of introduction. Second, it summarizes the theory of incentive, and sets forth the contents and revelation of foreign related incentive theory. Then, on choosing J customs as the study object, by following clue encompassing problem observation, problem analysis and problem solution, the thesis discusses the results of a questionnaire investigation, and analyzes the current situation and problems of the incentive mechanism. Finally, it specially discusses how to improve the incentive mechanism of custom officials, and gives the ideas, principles and detailed measures to improve it.
