Mediation is widely recognized as an effective instrument in national andinternational conflict resolution. As one of the largest and most powerful political andeconomic actors in the world, the European Union has a long history and richexperience as an actor in mediation and dialogue. Mediation is part and parcel of EUpreventive diplomacy, and an component of the EU’ s comprehensive toolbox forconflict prevention and peace building. The EU, despite its internal problems andinstitutional challenges, has set itself the goal of using mediation in a more systematicway as an instrument to prevent and resolve conflicts. Three cases (Aceh, Georgian,Kosovo) are used for the endeavor to evaluate the practice of EU as a mediator. Wesuggest that the coherence and mediator leverage influence the effectiveness.
