In the new wave of online shopping trend, the third party paying platform has earned its weight in general public, which provided a user-friendly, safe-ensured and easy-to-access online paying experience. By which the everyday life for almost everyone has been changed gradually. This paper is designed to take a close view of Alipay, and selects its user protocol, namely the Alipay User Agreement to be the subject of the research. In the light of domestic economic background and industrial status, and combining the good managing experience from developed nations, the overview of business operating of third party paying platforms would be stated, and the nature of the third party paying platforms would be analyses. On the aspect of supervision of the third party paying platform, this paper would take the view of legislation to explore the consumer protecting system and criticize the potential risk of users’ rights preservation. By which the risky situations and endangers to the consumers’rights in the everyday electronic transactions would be concluded. In the end of this paper, the risk control issues would be discussed and refined in multiple aspects that suggested by the author, which included but not concluded as following three aspects:executive supervision by Alipay itself, governmental contribution to the overall environment for the third party paying platforms, and legal protection for the rights of consumers.
