A Study On The Role Of Government In The Transformation Of Resource - Exhausted Cities

The sustainable development is not only the basic goal of society, but also the repetitive behaviors oreintation of contemporary social development in urban. Resource-based cities were boomed by developing energy and mineral resources, and its sustainable development is particularly prominent and urgent. Therefore, the study of resource-exhausted cities’transition is a common problems in all over the world. From the domestic situation, during 2008 to 2012, the National Development and Reform Commission totally identify 69 resource-exhausted cities (counties, districts)in three batches, which has been challenge the socio-economic development and national construction of the city proposed. Because of the long term unplanned exploitation, we are faced with resource depletion, urban economic restructuring has become an inevitable trend.This paper attempts to combine the knowledge of personal and fully base on public management theory, as well as make the transformation of coal resources city as a starting point. At the same time, learn from the experience of domestic and foreign country, take Wuhai City as an example, by introducing a typical resource-exhausted Situation urban development to analyse the goverment’s major elements and functions goalof a resource-exhausted cities and explore how the transformation of government functions played a role in the city. It’s meaninful to put forward countermeasures and suggestions of Wuhai and other similar types of urban transformation.The author believes that resources cities covering all aspects of economic, social, ecological environment, urban and cultural development. Fully implement the scientific concept of development and implement the sustainable development theory in resource-based cities, is a necessary requirement realistic objective conditions, as well as an important measure to implement the scientific concept of development. In the transition process to adhere to government-led, we should fully make the government’s functions responsibilities to use, and clear transition reform objectives, make a rational planning, creating reform environment, strengthen market supervision, establish and improve the relevant institutional mechanisms to ensure that government functions play smooth channels, policies floor sound feedback timely and effective transformation of omnipotent government thinking, enhance learning, service-oriented government building, the better for the masses to provide services, to build rich, beautiful, harmonious and livable city.
