Study On The Construction Of Rural Community In The Process Of Urbanization

As China is a large agricultural country，the problems about agriculture，rural areas andpeasantry play a pivotal role in our socialist modernization. Solving the “three rural issues” isindispensable for building a well-off society in an all-round way. Urbanization and rural communityconstruction which complement each other are important strategic deployments in our modernizationconstruction，and both of them have a far-reaching influence on the rural development in China. Theurbanization facilitates arranging for a large number of rural labor force，accelerating the growth offarmers’ income, promoting the urban and rural economic development.In addition， it lays thematerial and economic foundation for the construction of rural community which renders theconcentration of rural population.In essence，the construction of rural community is to solve the ruralproblems with the urban thinking and measures. Specifically，it can eliminate the urban-rural dualstructure and promote the integration of urban and rural areas，and ultimately，it will build a newsocial management service order in rural areas along with the process of urbanization.We consider the city of X as the study subject and take the literature review，comparativeanalysis and questionnaire as the research methods. We comprehensively summarize this city’surbanization and rural community construction in recent years and point out the problems in theprocess of urbanization and the construction of rural community：some rural community facilities donot work well， certain rural community constructions become a mere formality， the ruralcommunity service does not conform to the standard，the level of self-governance in several ruralcommunity is low and so on. Based on the analysis of reasons regarding these problems，we providethe countermeasures and suggestions on the context of the new changes brought by the urbanization inthe rural area. We deem that the rural community construction is supposed to consider the actualsituations such as the economic level，population distribution，age structure， personnel quality，service needs and so on. The pattern and measures of rural community construction should be chosenin line with local conditions， and we must pursue the maximum of resources utilization，coverage area and service level. Specifically，the foundation includes the infrastructure construction，cadreteam construction，financial guarantee mechanism，democratic autonomy mechanism；the corerefers to the management and service，and the target of laying the foundation is to ameliorate themanagement ability and service level；the platform means building an environment benefiting theresidents’ self development and harmonizing the neighborhood relations in community；the vigorstandards for improving the identity and participation of residents for the community.We hope that our study can provide several feasible，operable and actual guidelines and specificmeasures on the construction of rural community in the background of urbanization for China’smountainous west.
