Innovation Of Rural Social Management In Underdeveloped Areas

At present,our country is still in a crucial period of strategic opportunities and intensifyingsocial contradictions.With rapid progress in the economic and social development,thecontradictions,which have long been existing,have become increasingly complex and interwovenwith each other,becoming even more intensive.Especially in the less developed rural areas, socialmanagement is facing many challenges, such as the lagging social services, difficulties in raisingthe farmers’ income, tough situation in rural social governance, etc. The rural countryside andvillages are the foundations of our society, in order to improve and reinforce the socialmanagement, these areas should never be neglected. Under the background of fast urbanizationand building the well-off society, how to improve the social management innovation in the lessdeveloped rural areas has become a important task that worth our attention.This article is based on the research of some scholars and experts on rural socialmanagement innovation on the current situation and problems for the less developed areas ofrural research, countermeasures and suggestions in order to be more in line with the lessdeveloped areas of rural practice.The first chapter states out the meaning of this thesis,introduces the reference literatures and findings, points out the concepts of the rural socialmanagement，and lists out its research ideas and methods. The second chapter introduces thefundamental principles of new public management, new public services, public governance. Thethird chapter introduces the tasks and targets of rural social management, and also sorts out theproblems and corresponding analysis. The fourth chapter analyzed two successful cases inSuning (Hebei province) and Pingxiang (Guangxi province) and shared some experience andrevelation of rural area management innovation. The fifth chapter listed out six innovativemeasure to improve the rural area management, including: improve the grassroots organization,implement the diversification of management mode, ensure the development of rural areaadministrative organization, build up a democratic rules of procedure, improve the supervisionsystem, enrich the ways to develop the collective economy.This paper presents the development of the economy is an important foundation for the lessdeveloped areas rural social management innovation, emphasizes the role of the development ofthe collective economy, private economy, agricultural cooperatives in the rural socialmanagement innovation,and would like to build "the development of production, affluent life, civilization, clean and tidy village, democratic management" contribute to a new socialistcountryside.
