The Yunnan provincial government has started a new round of its reformation process to implement the super ministry system policy since May,2015. Compared to its previous situation, the amount of departments has been dropped to40from42while the model has been changed to "42+6+1" from "40+6". The provincial government has cut down3departments during this process. The deep reforming process has ameliorated the responsibility overlaps of multiple departments and has further integrated the division of duties between government departments and coordination mechanism. For the moment, Yunnan provincial government has confirmed the new setting of the institution so that the transformation of the government functions has been put into a prior place. Progressively and also combining it’s own features to implement the super ministry system reformation, the state government has accumulated some practical experience during the certain process. Meanwhile, it is clear to see that the last two rounds of reformation processes of Yunnan provincial government are not powerful and deeper enough than that of some other provinces and the resistance is still considerable. The new administration system is still not well organized, in other word, a system of administrative control which is provided with rational division of labor integration of power and responsibility and smooth operation is not really formed yet. As a consequence, it is meaningful and necessary to study the super ministry system theory.This article focuses on the study and understanding of Holistic governance theory and super ministry theory. From the study, it finds out that the Holistic governance theory has accords with all three aspects of the target value, the theoretical observation and the reality demands closely. The Holistic governance theory has a critical and crucial influence on improving and deepening super ministry system. Simultaneously, the article offers a closer look at the documents of the reformation process and summarizes the problems and deficiencies of the ongoing process. Basing on the above analysis and integrated management theory tools, the article has proposed several suggestions concerning the future development of super ministry system on the goal, the principle and management of the system. |
