On February 28, 2015, “Under the Dome”, a documentary filmed by Cai Jing caused a controversy about haze right after the show came out. She presented haze in front of the whole world and bring up a warming on the environmental problems of China. In fact, although “Environmental Civilization” has been proposed as early as 2007, the environment has not been improved effectively, over the past 8 years.There are many reasons resulted in the malfunction of the environmental regulation and environmental protection. These reasons include the lagging environmental regulation principle, chaotic inspection system and unclear responsibility assignment. Author has gained some inspiration from the study of The History of Law Thought. Historically, although there was no environmental regulatory concept, there are some environmental protection events that reflected many scientific and reasonable regulatory thoughts.This paper includes four parts. The first chapter is an introduction of a comparison between the conventional and contemporary environment regulation concepts, and it will be used as the theoretical fundamental for the whole essay. The second chapter is an analysis of the activities and characteristics of ancient environmental regulation, from the perspectives of regulation team, legislation situation and accountability mechanisms. The third chapter focuses on the current situation of our country’s environmental regulation, so that a possible solution can be found to improve the regulation. In the last part, some suggestions on solving the environmental regulation system problem of China, including changing regulatory thought, accelerating team building and refining accountability mechanisms.
