The Study Of Library's Independent Innovation Capability Evaluation

In the environment of knowledge explosion, intense competition and economic globalization today, all kinds of industry must have not only viability, but also to have good development skills and strong independent innovation capability. Innovation, especially independent innovation, is extremely important for all kinds of industry which include enterprises, universities, libraries and even countries. The library, a specialized collection, collation, storage, dissemination of literature and to provide services to scientific, cultural, educational and research institutions, which is the gathering place of knowledge, information and intelligence, and the land of spreading spiritual and cultural, should have better independent innovation capability. The scientific evaluation of independent innovation capability for the library is not only a tool to improve its management but also an effective way to improve its competitiveness.The study is divided into five parts. The first part, the literature review and the present study of independent innovation capability in the library service, and the practical significance of this study are pointed. The second part, the meaning of the independent innovation capability of libraries is analyzed, and the types of composition of independent innovation capability are summarized. The third part, guided by the meaning of independent innovation capability of the library, the evaluation index system of independent innovation capability of the library is constructed from three aspects of innovation input, innovation output and innovation effect, then the evaluation model of independent innovation capability of the library is constructed after using the method of G1 and maximizing deviations determine the weight of the index respectively and assembling the weight of subjective and objective according to the principle of the minimum of the evaluation results of subjective and objective. The fourth part, taking parts of university libraries in Dalian city as sample, the evaluation model of independent innovation capability of the library is analyzed empirically and the policy recommendations are proposed. The fifth part, the conclusion of this paper is proposed.The empirical analysis suggests that the result evaluated by the combination weighting evaluation model, which fuses the subjective and objective in the evaluation of independent innovation capability of the library, can reflect the key factors which effect the independent innovation of libraries and the strengths and weaknesses of independent innovation capability of libraries, which has some significance for promoting the development of library service.
