Frequent geological disasters in recent years have exposed our emergency communication strategy extremely backward. This paper proposed a solution of No Center ad hoc communications Network based on short-wave transceiver, which could quickly set up wireless network nodes when the conventional communication networks are paralyzed, and form a very long distance wireless emergency ad hoc communications network across hundreds or even thousands of kilometers.According to the design, a standard network node contains the following eight components:transceiver antenna, transceiver device, hardware codec, USB interface converter, embedded platforms, application software, display and keyboard, backup battery. Based on the Intel Atom processor based embedded platform, combined with self-designed short-wave RF equipments and codec, four demo nodes could form an ad hoc network and send text messages to each other. In the network, not only two nodes in the direct connection could send text messages to each other, but also the indirectly reached nodes could send messages by transmitting through the nodes between them. With the help of GPS, electronic maps and the heartbeats of each node, the whole network structure could become visible in the map of each node, so the affected area and not affected region can be identified, and each affected node could send text messages and its own exact location to any known rescue node, greatest saving people's lives and property.The whole system refers to the Multi-layer structure of ISO standard model and Zigbee Sensor network standard, and opitimize and change somewhat according to the unique characteristics of short-wave communication. Following the chapter order, we describe each layer from PHY, MAC, NWK till APL. Each layer is offered with detailed solution and realization method, and difficult problems referred are researched. At last we have a real test of 2 and 3 network nodes, and the result data is recorded and analyzed, with the end of the evalution of the system innovation and disadvantages.
