At the present time, Education and Teaching had a notable increase. especially with the development and application of the educational management information systems based on web, we may get more open and more flexible platform. Recently, Vigorous development was scored in special education under the support of the government and society. After Analyzing on similarities and dissimilarities of management methods in the Special Education and General Education and the requirement of our school, we build a digital campus information platform. This system is the centre of information platform. This system adopts J2EE and MVC to explore and realize. The whole platform was based on SOA. This system includes the student management, the instructional plan management, the courses scheduling, the examination management, the grade management, the course selection management, the teaching quality management and the graduation management, etc.The thesis first gives a brief introduction to the item background and significance and concentrates the implementation of this system. The part of technology introduction describes the advanced SOA architecture and the technology of realizing SOA.; the part of requirement analysis and system design modeling action module with UML; the part of system realization describes the implementation ways—taking the course selection management as an example.This system is divided into three tiers based on MVC:client browse tier, logic implement tier, data tier.
