Present, with the global market liberalization and competition becoming increasingly fierce, telecom operation industry is facing great changes, the traditional telecom network technology is undergoing profound changes, intensified competition in the communications market. Based on the original circuit-switched voice line business will gradually shift to packet switching and data communications to the basis of the structure, the structure in this basis, IP will account for a major position. VOIP technology to become the focus of the communications industry one of the most fiery, many operators have launched a VOIP service. VOIP technology and its business, the rapid development of the traditional phone business, especially international and domestic long-distance telephone services constitute a huge impact, their potential needs to attract more and more operators and equipment providers to join the field .Therefore, the development of VOIP phone is a historical necessity. Because it is the modern communication technology, computer technology, optical transmission technology, based on television technology, and communication between people according to the contemporary needs of developed technology, it must have the computer's interactive television technology, authenticity (images, language, real-time communication), and the distribution of communications systems (multi-point information exchange between) and so on, it convenient and efficient service to the role and characteristics of the human can not be ignored.In this paper, CISCO equipment, the IP network platform, described in detail the development of VOIP phone business model and implementation. VoIP communication system of the basic concepts and key technologies, including network transmission technology, media, real-time transmission technology, signaling and media coding techniques. VoIP communication system of the relevant agreements, standards and their works. The agreement is mainly related to H.323 protocol. Communication process with H.225.0, the audio stream using the H.245 control protocol. Audio data compressed using the Cz711 or Cz723.1 compression algorithm. CISCO systems is presented based on the overall chart, and the terminal software architecture and design process, introduced the system of communication processes.
