With the applications of satellites, more and more space tasks cannot be accomplished only depending on single satellite. The networks formed by multiple satellites have become inevitable trend. Constellation design is the premise for dispatch and operation of satellite networks, which determines the operation and application levels of satellite networks. Reasonable satellite network scheme design not only optimizes the general performance to achieve the balance between factors, but also makes contribution to the coordinate work and long-time stability of the system.This paper designs a multi-layer satellite communication network with multiple orbit satellites pointing to tackle the problems-continuous movement, high time-delay index, high possibilities of network block and vulnerability of single-layer satellite network topology structure, carries researches on the key technology of space-based synthesized information network based on the analysis of the characteristics of GEO, MEO and LEO satellite network.The paper introduces and analyzes the existed representative satellite networks. It gives detailed analysis on the varied design indexes and the restriction relationship between them. The paper puts forward the satellite network indexes with high real-time and detection advantage on the basis of some pre-test knowledge and designs the satellite network according to the indexes. After finishing the design, the paper simulates the various indexes with STK and proves the availability of the design method which providing the basic theories and system models for space-based detection communication networks.
