The infrared remote control, a one-way infrared communication technology, has been applied in the defense, industrial production, household appliances, security and people's daily lives more and more widely, due to its stable performance, low power consumption, high speed, convenient and low cost. The encoder IC of remote control with low-cost, low power, multi-function and high stability is the key infrared remote control technology development.The new infrared remote control encoder IC design is introduced in the thesis, and the chip will be adopted in the infrared remote transmission system. The NEC encoding format is adopted, and the emission code includes the leader code,16 bits custom codes,8 bits key codes and their 8 bits inverse codes. The code will be transmitted with a 38KHz carrier waveform. The single pin oscillator is adopted, and the resistors and capacitors are integrated. Compared to the traditional one, the design can reduce a PAD and two capacitors in the peripheral circuits. The chip has a low frequency ring oscillator, and the oscillator provides the button scanning clock when the chip is in standby mode. The method can reduce standby power consumption in the emission system. One pad has multi-function chip in the design of key scanning input and output circuit. Thus,66 keys function are implemented with 12 pins jump lines. The chip's package cost will be reduced by reducing the number of the pin and. The customer codes are stored in masking ROM. The election code of 16-bit customer can be achieved with CSS pins and input\output pins direct jumping line. The CSS has the pull-up resistors. The outer circuit does not need the pull-up resistors and the jump line diodes. The remote control transmitter system with the chip is stable, circuit simple, saving the external component, low cost and easy to product and process.The full custom chip layout design method is implemented for the layout design based on low-voltage metal gate 2.5μm CMOS technology. The production cost is reduced by reducing the chip area. The chip is packaged and tested. The result show that this chip can latch the code accurately, the chip has the wide operating voltage (VDD=1.8-5V), low power consumption, long time no keys pressed into standby mode (Idd
