The Fund Allocation Linear Optimizing Method Of Foreign Language Databases Purchase In University Libraries

Foreign language database plays an important role in the resources building of the university library. Therefore, how to use the least fund to purchase the best foreign language data resources and how to make resources use to maximize have become an increasingly severe issue in the resources building of the library. Therefore, establishing a scientific and rational allocation of funds model for foreign language database,and distributing a set of scientific programs, can both meet the basic needs of the various disciplines, and focus on the key disciplines and the traditional characteristics of school subjects. What's more, reasonable, effective, pro-rata allocation of limited procurement funding has become an important task of the current work. In this paper, the author analyzes major factor in impacting the fund allocation of foreign language database purchase, uses the linear programming approach to make decision, and establishes a distribution model to quantify foreign language database in the university library, which makes the working methods with subjective factors in the past become scientific and rigorous. The following section describes the study setup:First, this paper begins with researches on foreign language database purchase of college library in existence both abroad and at home, and analyzes its main methods, characteristics and deficiencies, and puts forward the main methods and contents of this paper. Based on reviewing relative theories of foreign language database purchase, it makes a further analysis current problems facing procurement as well as procurement principles and strategies to be taken, interprets the features and different classification of foreign language database, and takes advantage of consumer equilibrium theory of economics to explain the principle of optimal allocation, so as to lay a solid theoretical foundation for building a linear model for optimal allocation.Second, the performance measurement indicator system of foreign language database purchase in college library is constructed. Meanwhile, indicators fuzzy weights are researched. On the aspect of measurement indicator system, after a review of the index system choice in some foreign language database purchase models, this article builds a latent variable and measurable variable index system for index model in foreign language database purchase, combining with schools, faculties and disciplines of professional settings as well as the distribution of the readers of schools; while on the aspect of indicators fuzzy weights, through the application of AHP and Delphi method, this paper analyzes how to determine the weight of colleges in the professional category, proposes a more rational distribution of linear optimization , constructs a mathematical optimal model of foreign language database purchase in college library, and gives the MATLAB algorithm.Last, the application of this model to Xiangtan University results in the rational distribution, which shows this feasible model. In this chapter, the author investigates the distribution of the data characteristics in my school library as an object of study through the preparation of the questionnaire. By describer's in the previous paragraph, and using linear programming model for optimal allocation of funds, the author shows this feasible model, which has strong adaptability and maneuverability, and reflects the university's educational goals and research and development directions as well as focus on the enabling role of subjects significantly. Based on the results of comprehensive analysis, the paper proposes the allocation of funds corresponding procurement proposals.
