The Research Of Licence Plate Auto Recognition Technique Of ETC

With the development of our country there are more and more vehicles on the road nowadays. More and more toll station had limited the benefit of highway because of no having more capital to service it by government. ETC, Electronic Toll Collection, is one of the important research and application in ITS, Intelligent Transportation System solve the problem. LPR, Licence Plate Recognition is the core of technology of ETC have widely application prospect in information collection,automatic fare collection and shot vehicle to escape.The significance and goal of this research was produced at the beginning based on a concise introduce of the present situation of ETC and LPR. Combining the method of gray level distribution and edge feature, a kind of license plate location algorithm which comprises both the accuracy and the speediness was put forward by making use of 2-D distribution regulation of gradation characteristic of the background on vehicle plate. By the use of connected domain, each character on the plate was segmented successfully. At last, a kind of modified template matching algorithm was proposed. According to experimental result, the algorithm can achieves the systems the request. After the research of algorithm, the working platform based on S3C2440A processor and the choice of Windows CE operating system. First, as to system design, including to hardware design and bootloader of design, Compile, link and download of the system; Second, according to the request of the system, making camera of USB program and the configuration of Platform Builder and to download mirror image. Finally, an applicable vehicle license plate recognition program based on the algorithm above was produced. In the end of this paper, some conclusions and foresights were given out.
