In recent years, as the rapid development and widely application of computer network, multimedia, communication and video compression technology, digital video surveillance has gradually replacing the traditional analog video surveillance and became the major application technology in the video surveillance technical field. Cause the digital surveillance system can truly and vividly reflect the surveillance object in real time, so it has gradually became one of the most important measures of modern management, monitoring, and control ,with its great advantages, such as easily assembly, great performance in long-distance transmission, resistance to disturb signal, good image quality, conveniently query. Compared to traditional analog video surveillance, digital video surveillance has great advantages and suitable to the development trend in being digitally, integrated, intelligence and networked.This paper firstly researches and analyzes the related technology of digital video compression and network transmission in the field of digital video surveillance, and then on the base of this, by analyzing the requirement of china mobile surveillance system, finally designed a digital video surveillance system. This system has multiple functions such as video preview, video recall, video polling, united alarm, LED presentation. And this paper also introduces the completion details of system critical technologies, the winsock communication and client delegation technology. In this subject, the coding job is being implemented under the WindowsXP operation system, using VisualStudio 2005 as the key development tool, and choose the C# language as the development language, which is considered to be the most suitable one in application development. And this system was designed based on C/S communication mode, using multiple hardware SDK from different suppliers such as Haikang, Dahua so that it can compatible with multiple video surveillance equipments.The researches and designs of this paper is working from the reflection of real time application, nowadays, the developed video surveillance platform has been applied on one video surveillance system successfully, the system is running stably and reliably. So the research outcome of this paper has some realistic significance to some extent.
