With the development of marine fishery in China, the fishery communication, important guarantee of fishery production safety, is more and more important. The new generation fishery base station discussed in this thesis is a part of VHF radio communication system used in inshore fishery communication and it has the advantages of shortening the signaling time and improving the quality of communication, etc.Firstly, the situation of Marine fishery communications is introduced and significance of developing a new generation of VHF radio communication system is discussed. Secondly, based on General Technical Specifications of Fisheries Marine VHF FM Radio Telephones, the base station radio index and function is presented, and then the general system design scheme is given. Thirdly, the interface communication protocols between DSP and ARM/MCU/FPGA are designed and implemented according to the actual requirements of the project. During designing the interface protocols, the features and resources of DSP/ARM/MCU and FPGA are taken into account as a whole.. Finally, the signaling communication procedure is designed and the basic communication functions of the Base Station are realized. Test results show that the Base Station only needs 480ms to setup the selected calling signaling, far less than the previous edition radio station, thus achieving the design requirements.
