In this paper, resource and admission control based on the cognitive network is studied to promote the intelligent resources allocation capability of the cognitive network with limited resources. With improved end-to-end QoS of the customer service, the network is better adaptive to emergency communication and post-disaster reconstruction needs. By modeling and simulation, a platform is implemented to verify the feasibility of the mechanism of realization of resource and admission control on the basis of the cognitive network, to provide evaluation and analysis data for the future development of equipment.Firstly, the background and significance of the research project and related technical research situation are introduced. Based on the study of the framework of the cognitive network and functional architecture of ITU-T RACF, the detailed design is made for the mechanism of resource and admission control of the cognitive network, in terms of the system structure, internal and external interface, operation process and function module design etc. Then based on the three-layer OPNET modeling mechanism, simulation model of the cognitive network with resource and admission control function is built via OPNET. Finally, by the running of the simulation, the performance of the cognitive network with resource and admission control is analyzed and evaluated.The cognitive network simulation system with resource and admission control function developed in this paper is open, for more research on resource and admission control mechanism of the cognitive network.
