Abstract/Summary:
Developed by an army R&D institution at the end of 2009, the army scientific and technological achievements knowledge-sharing management system is a scientific research and achievements management system that accomplishes centralized management and distributed use of research result documents, maps, relevant data/information, academic articles, patents and progress tracking of various projects by establishing a picture and text database with army scientific and technological achievements documents and maps at the core.The system is designed using the MCV (Model-View-Controller) pattern, which allows independent user interface modification by separating user interfaces from the model and improves the software product variability and maintainability accordingly. Object-relationship database is adopted with the integration of the object-oriented approach in the database design and the combination of the object-oriented methodology and the database. The system also combines B/S and C/S modes and designs Role-based Function Allocating based on the idea of Role-Based Access Control (RBAC). The B/S structure enables related personnel to log in the system and search for relevant data and information efficiently through the Intranet. It enhances data transmission speed, reduces response time and improves work efficiency and quality. System security and data confidentiality is improved by the C/S structure employed in some functions. By using C/S and B/S patterns, different functions of the system can be accessed by the corresponding personnel.Rational Rose modeling tool (UML technology) is applied in this system to accomplish the system requirements analysis, overall design and other model constructions. This system adopts Microsoft.NET of Microsoft as the platform, Visual Studio 2008 as the development tool, object-oriented language C# as the programming language, Oracle 11g as the backstage database, WinForm of C/S pattern as the functional interactive interface and ADO.NET as the database connection technology.This system creates a scientific and technological achievements knowledge-sharing database. In addition to data import/export and other basic functions, it draws up a process monitoring template which includes scheduled receipts of project proposals, interim assessments and project completion; implements role-based management competences distribution; carries out data management for multiple projects and achievements; realizes user login and user information encryption by matching the user name and password and achieves full-text retrieval for documents in the database. The completion of this project will establish an army scientific and technological achievements knowledge-sharing database, which can be used to implement centralized management and distributed use of scientific research project documents and other information from the related departments and to promote knowledge sharing and reutilization. Meanwhile it standardizes process monitoring and management of scientific research projects.This project has a commendable dissemination and application value. The methodologies and project management techniques established in this project can be applied to the information management in other departments of the army.This software system has been deployed with favorable application effects. An essential improvement is seen in the efficiency of data processing and usage, data security and confidentiality in the management of army scientific research projects and army scientific and technical achievements. Also there is certain room for function expansion.
