The human resource is the major factor influencing the implementing of strategic target of every college. They have provided a lot of talents with high qualities to all kinds of businesses. Under these circumstances, it is more important for vocational colleges to enhance human resource management. The future of high education depends on the overall quality of teachers. With the steadily development of scientific technology, the traditional personnel management system has lagged behind. Developing the new scientific and feasible human resource management system is a necessity for vocational colleges. It can help improve the overall quality of the national labor as well as sustainable development of colleges.The human resource refers to the staff who work on teaching, research, management and service in the vocational colleges. The human resource management refers to plan and organize the staff scientifically according to the training objectives, guide, coordinate and control the interpersonal and human relations. The managers have to complete efficiently all the management jobs, such as employment, deployment of communication, appointment, reward, punishment, training, salary, welfare, promotion, retirement, etc. By this, the harmonious relation between the teachers and students, staff and social surroundings can be established.Adopting computers to manage human resources is currently a hot research and has an important practical significance. It replaces the traditional management ways, and strengthens the informationization of human resource management. So it enhances management efficiency. It is also an urgent requirement of colleges to adopt advanced human resource theory to vocational colleges to develop human resources management system, which will provide the digital, standardized, scientific management of human resources and an information processing platform.According to the real situation of human resource management of vocational colleges, following object-oriented software engineering paradigm, the author completed requirements analysis, system design and implementation. A web-based Vocational Human Resource Management is developed, following Java object-oriented technique and J2EE rules, adopting struts and Hibernate technique with MyEclipse5.5. Functionalities of system management, stuff information maintenance, human resource planning, training planning, human resource assess, information query, personnel recruitment and so on, are implemented. This system will make the human resources management more scientific and standardized.
