Telemedicine is a new medical model, which is the use of computer, multimedia, communications and network technology closely integrated with modern medical technology to improve medical diagnosis, reduce medical costs and meet the needs of special populations. Its appearance effectively solved lots of problems which arising under the traditional methods of medical and maximized the optimization of limited medical resources. This new medical model is very promising and has long-term development prospect. The construction and development of Telemedicine System is not only one of the key contents of current digital hospital establishment, but also the great motion of improving the development of medical cause.Firstly, this paper references a large number of scientific literatures, do present in details and deeply research on telemedicine technologies. Including the DICOM standard, middleware technology and multimedia database.Secondly, the paper analyzed the characteristics of multimedia data in telemedicine system, proposed a new management method which combines database management system and files system, used relational data model for static structure of the database information and object-relational model for format information of multimedia data, then store the information to a relational database by mapping between object-relational model and relational model.Thirdly, three function modules of patients, doctors and administrators in telemedicine system are analyzed and designed based on the system functional requirement, the system database is designed in details, and the paper completed the development of telemedicine system based on DICOM standard and realized remote diagnosis for doctors on patients. The subject basically completed the design and implementation of telemedicine system, whilst what is need to be further studied is how to optimize image compression technology, remote transmission technology, issues to ensure system security, etc.. Only on condition of addressing these key technologies can we ensure that telemedicine develops towards digital, intelligent and comprehensive.
