Literature resource is the root of the library services. In the print era, academic journal is the main channel of the knowledge exchange. Since the 20th century,90 years, the growing monopoly of commercial publishers periodicals. Led to a sharp rise in prices of academic journals, a so-called "academic exchange crisis", in response to this problem, the Open Access (OA) came into being.The "Open Access" is the needed article is freely available which any user is allowed to read, download, copy, transfer, print, retrieval and access to the full-text online through the public network. Allowed link, index, used as input date of the soft or other legal purpose, without financial, legal and technical constraints.The development of Open Access created a new effective scholarly communication model. It is both opportunities and challenges to the library.With the help of Open Access, the library active promotion, development and utilization of free information resources, not only enriched its own collection, but also improve their own service. This Open Access method will become a new trend for the library to rich the literature resources.As an information resource center, the library's main task is collection construction. As a new type of information resources, put the OA journal into the collection construction is the new trend of the collection construction of the library.This paper based on the existing domestic and international collection model of academic OA journal, summarize and optimize the model for the future construction of the library, so the academic OA journal on library collection construction models and strategies have some practical significance. This paper base on the literature research method,, search and read a lot at home and abroad building on open access research literature collection, and according to the latest developments in the study a comprehensive analysis and research. Investigate the domestic and international library collections construction of open access.By comparing the open access collection construction home and abroad, analyze and summarize the open access on the library collection construction for further help in this study.
