Cross-network, cross-business integration and convergence of the user data is to enhance the user experience. User Data convergence can provide a rich and flexible data for business with the centered user and the user network environment.The application of open user data resources to the third-party partners can expand the related industrial chain partners and form the key ecosystems.This paper concerns about the user data open to a third party.The paper analyzes the classification of basic telecom network user data. The user data is divided into basic user data use, user subscription data, user environment data, user services data and user attribute data of five data types.The paper designs the open data gateway and analyzes the implementation of key technologies. The gateway system is given an open structure, which is analyzed by the process order to the application acess layer, application logic layer, data capacity adaptation layer.The role of each module is analyzed in details.The security controls of the open gataway is analyzed from the user authentication, access control, information protection, user privacy protection.The billing of the open gateway is analyzed from the tariff structure and accounting principles.The paper designs a set of open data interfaces. In the choice of group management and the presence services as, the paper designs the interfaces respectively based on RPC-SOAP-style interface technology and REST-style interface technology. In the specific interface implementation, the paper designs the specific data types and functions to complete the requested data service interfaces.
