Converged heterogeneous network is the trend for next generation communication systems. The under coming mobile communication systems will including kinds of wireless access technologies, and these access technologies vary at many attributes such as bandwidth, jitter signal strength. Choose access network in heterogeneous Converged networks is an important research subject, which means through access to the right network, users get best service and the whole network resources' utility gets improved. Lots of jobs on network selection have been done, and most of them mainly focus on how to choose the best network. However, network selection mechanisms based on "ABC (always best connection)" face two Challenges:1) what is the criterion for best network;2) how to allocate the best network.General wireless service can be divided into conversational services, interactive services, background service, streaming media etc. Different service types have different requirements to access network parameters to guarantee QoS. In this paper, we proposed a novel service-oriented network selection strategy which chooses the most suitable network for different applications running in one terminal, rather than chooses the best network for terminals through investigating the challenges above and considering practical usage. The design goal is to provide the best QoS, meanwhile utilize network resource more effectively. Service modeling for different applications such as voice service, Streaming Media Service are done, and using Multi-Attribute-Decision-Making theory, principal component analysis, dynamic weight, we build service-oriented dynamic network selection strategy for converged heterogeneous networks which further tested in simulation environment. Considering the complication for network resources management in converged networks, we searched the resources management systems and designed resources naming subsystem in the ending of this paper.
