It brings more and more transportation accidents of dangerous goods, and this kind of traffic accident's destructive power are more than general traffic accident, so that the dangerous goods transportation is safe or not influences the road efficiency of the movement and living standard of people along the road directly. In the view of the problem of the dangerous chemical vehicles'security, this article unified GPS, GIS and 3G technology, re-developed the controls of the ArcEngine in the VS2008 platform, established dangerous chemical vehicle monitoring and the dispatching system based on the GPS\GIS\3G, realized vehicles'real time position on the electronic map, and it also can dispatch the drivers and vehicles. In a word, this article's main research is as follows:1, Studied GPS and the 3G network communication principle, the ArcGIS platform basic classes and the application method, map's manufacture, the geography database's building, the geography network analysis, system's design pattern, the object-oriented programming and the design process from the definition.2, Designed dangerous chemical vehicles'monitoring and dispatch system's architecture, the functional module and the database in the research foundation.3, Realized the data and image receive and transmission by 3G route which made by the China electronic technology group corporation 52nd research institute and the DVR made by Haikang vision. And then processed the data by NMEA protocol in the.Net platform with C# language, it can demonstration the dangerous chemical real time position on the electronic map.4, In the view of the basic dispatch, used mathematics linear programming method, A* algorithm to realize to the dangerous chemical vehicles'basic dispatch and the optimal road choice.5, In the view of the weary driving, further studied the relationship with the heart rate change and weary, according to the heart rate is smaller than a valve or not to judged weather the driver is in wearily driving, after a period of time's track, then got the drivers'biological clock and then provided a reference factor about driver arrangement.6, Established the analytic hierarchy process theoretical model, it helps the decision-making person to choose the best road based on many kinds of reference factor.After test, this system carried on the real-time monitoring to the dangerous chemical position and images; it also can arrange drivers and vehicles effectively, choosing the best route.
