It provided a valuable means of communication for government, military, education, business and so on.In August 2003, for response to all kinds of unexpected public incidents, reduce meeting expenses, improve efficiency, Inner Mongolia Autonomous Region Department of Transportation worked with its own reality, setted up a regional transport standard-definition video conferencing systems, hired operator lines and resources. But, the meeting time, meeting control and resource are limited by the operator platform with the hiring of users increasing, It affected the freedom and stability of the meeting, anymore the system only covered 12 Union City, Erlianhot Transportation, Manchurian Transportation and County Transportation were not included into the system, so, the meeting content also can not be communicated to those units in timely.To promote information technology of The Union City Transportation and The County Transportation, relying on the Inner Mongolia Transport Information Network, using advanced video conferencing technology, products and integration of end to end solution for HD video conferencing systems to upgrade, coverage the system used from 12 Union to Region, from SD to HD. The Region, the Union City, and the County, three HD video conferencing systems take video conferencing, training, seminars, emergency command, etc, save the meeting costs, meeting time, improve work efficiency, and increase participation of the staff, thereby improve the overall application level transport industry information.Video conferencing system construction which covered multiple disciplines, including network environment analysis, MCU selection, terminal selection, video technology, audio technology, conference rooms, construction, engineering organization, the contract is signed and so on is a systematic project. Three levels HD video conferencing system of Inner Mongolia Autonomous Region Department of Transportation construction as an example in this paper, interpreted detailed the needs analysis, equipment selection, design, project implementation, system debugging, etc, in constructing.
