As the development of national economy and society, building energy saving is becoming the focus of energy conservation. The energy using characteristics and formation of typical public building should be ascertained when building energy-saving measures is used, but the measurement methods of building power consumption in Chongqing can't meet this demant. It is urgent to do research on how to built public buildings'energy consumption monitoring system in Chongqing. In this context, we describe that how to built a public building's energy consumption monitoring system, by discussion and analysis of key issues in the built process in Chongqing.Firstly, the necessity of construction of public buildings'energy consumption monitoring system in Chogqing is analysis by the discussion of building energy efficiency policies, regulations and standards, building operation problems, and building energy-saving transform. Then the key point for monitoring, optimization for monitoring scheme and the analysis for monitoring data are proposed by the analysis on complexity of building power distribution circuit.The study combines analysis of energy using characteristics and formation, problems during the operation of typical public building, and the demant for implementation of energy- saving measures and evaluation of energy-saving effect is carried out base on the data of building energy audit, statistics and operation testing in summer for solving the problem of monitoring points. The results reveal that the energy consumption of cold and hot station equipment, air-conditioning system terminal equipment, lighting system, office equipment, water pumps, elevators and other equipments should be monitoring independently. And then we propse the key points for monitoring base on the monitoring points of country and the situation of building power distribution circuit in Chongqing.In this paper, the exciting optimization measures is used in the specific monitoring platform by summaring the exciting research results of scheme optimization, and they can't fit other monitoring system. Thus, we propose three optimization principles for optimizing monitoring scheme, which can be used in the energy consumption monitoring system in Chongqing.Take office and business buildings as represention, the operation rules of itemized energy consumption are analyzed. The results indicate that all the itemized energy consumption has one or some features of diurnal variation, day/rest day change and weather-related change except the enrgy consumption of information center, fire control centre and so on, but all the energy consumption distribution curves have the same action consistent as square wave. Accordingly, the split model and split method for itemized power consumption is proposed base on all kinds of factors affecting energy consumption. Then the software which called Itemized Energy Consumption Split of Public Buildings (IECSPB) is written used MATLAB R2008a, for verifying the feasibility of the itemized energy consumption splitting measure.Finally, a governmental office building is taken as representation, and the process and steps of built for public buildings energy consumption monitoring system in Chongqing is described in this paper.
