Time-keeping is the foundation and core work of standard time service. Local Measurement system produces large amount of time-frequency scientific data in Time & Frequency Standard Key LAB of Nation Time Service Center (NTSC).All these data are the foundation of researching activities to calculate local atomic time and analyze clock performance. It is important basis to research on the reliability, stability and accuracy of local laboratory to keep the coordinated universal time of the time-keeping system through comprehensive and specific analysis of various data. These data are frequently intervened and complicated processed by human. This thesis is based on study of this. Then software of time-keeping data processing is developed.The main contributive works of this thesis are as follows:1. Processing method of the local measurement compared data and GPS CV compared data. It's used of Vondrak smoothing and cubic spline-interpolation to process the re-processed GPS CV compared data. That random noise is weakening. The result is good. Abnormal data of the local measurement compared data was processed by single clock dynamic model, then using the linear fit to interpolation. On the basis of this then real-time TA (NTSC) practical algorithm is proposed.2. Developing of the software of time-keeping data processing . The software includes seven modules. Data acquired module is based on TCP / IP network communication to get the compared data. Data pre-processed module is to pre-process various data and make these data be standardization. Data processing module is used to different algorithms to process data. Calculation module is to count all sorts of data, then get the average time scale TA (NTSC) which is based on the data of the laboratory of atomic clocks, and UTC(NTSC)-Clock(i,t),UTC(NTSC) -TA(NTSC),TA(NTSC)-Clock(i,t),UTC(NTSC)-GPS,Allan deviation , Hadamard deviation and environmental data. Real-time curves showing, data simply sharing modules are mainly for real-time to display of various data and simply share the data which is original and calculated. Time automatic mapping module is used to show the main clock relevant circumstances in real time.When the system software is developed, considering the coupling and portability. So the processing algorithms and calculation methods are made as functions and modules. The interface is intuitionistic and the operation is simple for the user.
