| The next generation network (NGN) is one of the hottest nouns of the telecommunication field at present. It involves such a lot of fields as IP technology, multimedia technology, transmission technology etc. Though, still having different views and dispute in the next generation network technology, the Softswitch represented by SIP agreement becomes the common understanding of industry gradually for central NGN technology, considered to be the development trend of the network of future generation. Through consulting relevant work, the author has formed a set of one's own views in NGN technical development. The author has pointed out the question existing when NGN is implemented at present. For example, the abundant of business service, terminal price being too high enough, IP address lacked, the application of the firewall hindered the multimedia flow passing through etc.The article can be divided into three parts. It has introduced the background of NGN development and definition of its of each side at first, Then introduced NGN basic principle, system structure , agreement standard of supporting the gradual progress of the telecommunication network systematically, compare SIP and H.323 agreement, At the end.it has introduced its way of network construction and gradual progress tactics, combined China Satallite Company NGN project.This text is finished by the author according to an concrete research and experiment project participating in, China Satcom when working in Zhongxingcompany.
