The flying development of the information technology lead the huge transformation fo people's living and working style, and it also brings a strong impact for the field of enterprise and automation.In these field, the integration of many technology, such as computer, control, internet and communication, bring to us the distributed & open remote monitoring system.Railway signaling system is the essential part to protect the railway working in safety. So Remote Railway Station Signaling Monitoring System, which is an important part of the railway information system and play a key role to guarantee railway working with high efficiency and safety, will bring considerable benefits. In this papers some ideas about design and realization of RRSSMS has been detailed.Firstly , this paper advanced a control system based on the low-voltage power line carrier.This control system adopt DTMF signaling scheme for the equipment signal and low-voltage power line as the transmedium.In this system, many methods was adopted to solve the conflict in the data transmission. This paper also introduce the hardware designing and the communication protocal from the collectivity.Secondly, according to the development of control system and the specific situation of railway station signaling system , design a technical scheme of distributed & open RSSRMS based on three-tiered network architecture. In order to resolve the problems existing in traditional Web architecture which will be used to integrating railway station signaling monitoring network and railway infromation network, the object Web techniques is introduced. After discussion of the typical object Web computing architectures, we decided to adopt ActiveX/CORBA model to integrate the distributed object computing technology into Web. To increase the features of RRSSMS, we improved the reliability of application-level to build a more reliable asynchronous communication model over the existing CORBA Event Service, and presented a technique of Web-based active information publication.
