Along the advancing of information, the constructing of Digital City is also developing rapidly in the whole world. The relationship about space-time between cities is getting more and more closer. The function of city has changed much. Urban planning has come to a new age. All of these request us using the newest information technology to design and manage the urban planning. VRGIS has three characters:immersion,Interaction and imagination. With these, the visualization of urban planning is getting easier. We could create a virtual simulating environment. In this environment, people can feel the urban space in many styles. They also can compare different urban plannings to choose the best one. The emphasis in this paper is about the automatic generation of road in VRGIS.We use algorithm of buffer to create three-dimensional road models based on the urban planning's GIS data. This is severing for urban planning also for the planning's evaluation in the later. In this paper, we have resolved such questions. We could build seamless and curvilinear road, also handle the problem about the turning of the corner. At last, different roads' crossing could be handled, too.
