Nowadays the decision-making consultation service has become an important part of our country's political decision-making system . Decision-making consultation agencies can provide basis , suggestions and alternative plans for the scientific decisions of governments and organizations, with objective and detailed research reports and adequate and reliable data materials, by widely collecting information and processing the information further on the basis of decision-making goals and. And they can play the role of scientific forecast and think tank in the aspects of making developing strategy and policy goal. But now the decision-making consulting system of our country is in a "the division of vertical" status and closed management form. The communication of the agencies is insufficient , and the resources can not be shared. This restricts the full use of the service function of decision-making consultation agencies, and the multi-level, multi-angle, diversified, and complex demands of decision makers can't be satisfied. The construction of the decision-making consulting service system based on the Web Services can connect different systems and realize the sharing of decision-making consultation resources and the coordinate cooperation among decision-making consultation agencies. That's the best plan of solving the problems above.At present, the research of our country's decision-making consulting service system has just been started. Meanwhile, the problems of theframework and constitution of decision-making consulting service system, the integration of decision-making consultation resources, and the technique architecture remain. The Web Service technique has become a hot spot of professional researches, as the best plan to fit the needs of the cross-platform, cross-language , and loose coupling distributed systems in the web environment. But the Web Service technique is not mature now, and there are still many deficiency in the central UDDI registration mechanism. The rapid and effective Web service discovery technique is still being researched. So the research of the decision-making consulting service system based on the network has a practical significance and a broad application foreground.This article first analyzes the present situation of our country's decision consultation service, discovers existing questions at present, proposes to construct decision consultation service system based on the network, and studies the decision consultation service system thoroughly. The main work includes: we define the framework of the decision consultation service system, determine the constitution of the decision consultation service system and the functions of each constituent, analyze the implementation strategy of the construction of the decision consultation service system in terms of the management science;we design the solution of improving the decision-making consultation capacity of the decision-making consulting service system in terms of technical implementation , and in view of the isomerism, mutual operation lacking of the current decision consultation service system , we propose and have designed the decision consultation service system based on the Web Services;in view of the deficiency of the central UDDI registration mechanism, we propose a distributed registration mechanism based on ontology, and have designed the Standard Domain Ontology, the Process Ontology, the Service Domain Classification Ontology, the Quality of Service Ontology as well as the service registration mechanism;in order to find the decision consultation Web service rapidly and effectively, we propose the service discovery model based on the service domain classification ontologyand the P2P infrastructure, and have designed the improved Chord shifting link structure and the Web service localization algorithm;we carry on the discussion to the Web service retrieval technique, propose and design the Web service retrieval algorithm based on ontology.This article is completed on the basis of the national social sciences funding program which we attend and the research paper which has been published. And the decision-making consultation service system based on the Web Services is the original research in our country.
