Research And Realization Of EGovernment Information Resource Registration And Management System And Its Specification

Governmental information resources is a generalized concept of all information resources that either gathered by the government, or gathered by other sources, but has influences on the government activities. It involves politics, economics, science and technology, military, culture and many other fields;and it contains information about making government policies, information about serving the society, information about feedbacks, and information about communications between governments.Governmental information resources has characteristics such as highly valued, of huge amount, distributed stored, and hard to search. The government then must make good use of the network to search, organize, manage, and utilize Governmental information resources, in order to reduce repeated labors, improve work efficiency, and serve the people better. By analyzing the advantages and disadvantages of these methods, a new framework of developing Governmental information resources by using metadata registration is introduced, and discussions have been made on making Governmental information resources registration models. Furthermore, a prototype of Governmental information resources registration system has been developed. By registering the Governmental information resources metadata at the registration center, the problems of managing and sharing the Governmental information resources has been well solved, and the basis of the gain development of Governmental information resources has been made.The importance of the paper is that it has systematicallyintroduced the concepts, theories and methods of metadata into the Governmental information resources development field, and has established Shanghai Governmental information resources standards by studying the popular international Governmental information resources metadata and the unique aspects of Governmental information resources in our nation. In this paper the author has also designed a prototype of Governmental information resources registration system by studying the Governmental information resources registration models;meanwhile, by studying the Governmental information resources registration standards, the paper has set a new standard of Governmental information resources registration according to the unique characteristics of our nation, and make this the basis of further applications of metadata registrations in Governmental information resources registration systems.
