With rapid development of information technology, information securityhas become one of the focuses of information industry in the 21st century. As anew style technology of information security, digital watermarking has playeda very important role in the copyright protection of digital products, authentic-cation of original data, data detecting and data tracing. At present, fragiledigital watermarking used for image authentication has been studied and used,but their security has deficiency. Furthermore, with the development of thenetwork, e-official documents' security as an important information resourcecan be improved by fragile watermarking. However, the study of fragile water-marking can not satisfy the need of e-official documents.First, secure fragile watermarking algorithms should resist the attacks andnon-deterministic dependency is the key requirement of secure fragile water-marking. Considering this problem, the paper expatiates on some classicalalgorithms and analyzes their advantages and disadvantages. On this basis, it ispresented that a secure fragile watermarking is based on non-deterministicdependency and used for image authentication.Second, fragile watermarking has the capacity of authentication for multi-media products. The scheme exploiting fragile watermarking can solve the pro-blem of the e-official documents' identity in e-official documents' exchangingsystem. It is pointed that fragile watermarking based in spatial domain used fore-seals has secure, fast and fragile characteristics. A new fragile watermarkingbased on random number and used for an e-seal is proposed.In the end, fragile watermarking used for e-seals is designed as an e-sealsystem with an Active X and is applied to e-official documents' exchangingsystem. The main purpose is to test an e-official document's identity. It provesthat the applicable results are coincidental to the theory basically and the secur-ity of an e-official document is assured.For secure fragile watermarking study, there are still some shortages, sothe paper provides the future work finally.
