At present, how to do well the talent evaluation, and promote our country's talent evaluate undertaking to flourishing develop, already was the important thing to each talent evaluation workers. Response to the resquest of Personnel Division in Tianjin Normal University, to study applications of talent evaluation in universities and colleges, and promote the talent evaluation applications to continuous develop in human resources management of colleges and universities. This paper will be mainly to explore and do more detailed studies in how to optimize the personnel evaluation methods. The main tasks are: Assists Personnel Division in Tianjin Normal University to design the index system of talent evaluation; Research the application of multi-level broad fuzzy integrated estimation theory in talent evaluate procedure, and builds modeling; Produce talent evaluation software; Tests software, and improves the index system and functions.On the basis of studying in depth the multi-level broad Fuzzy Integrated Estimation algorithm, and to meet the needs of various users in colleges and universities, use the system structure with C/S-B/S combined, remote access and other advanced technology, this paper proposes the algorithm modeling and solutions of dynamic talent evaluation system in colleges and universities based on fuzzy integrated estimation. The system consists of five subsystems: individual user subsystem, secondary colleges subsystem, fuctional offices subsystem ,management decisions subsystem and server connectivity subsystem. And server connectivity subsystem is the middleware for connecting server and management decisions subsystem in LAN.The result of this paper has important sence in theory and practice. In theory, even Tianjin Normal University has major breakthrough in studying talent evaluation in human resources management, but also authors has progress in studying fuzzy integrated estimation theory applicated to talent evaluate procedure. In practice, even talent evaluation work in Tianjin Normal University will be completed by the "primitive" to "modern" change, and effectively lowers the error rate of subjective judgement, but also decision makers can obtain evaluation results fast and accurate from multi-directional, multi-angle, thus saving considerable human and material resources.Through system testing, test maker generally considered that the system interface are friendly, evaluation content is detailed and effective, system run stably, the process of use is safe, and using this system can greatly enhance the fairness and accuracy in talent evaluation work of colleges and universities. However, because of the system's design and development is a dynamic feedback and cycle process, requiring continuously perfect in the actual use.
