E-Government is the integrated product of modern governmentmanagement concept and information technology, Faced with internationalcompetition and the challenge of information economy, every country takesE-Government as preferential strategy. As the head of informationdevelopment, E-Government is bound to develop all over the world. In ourcountry it undergone primeval and slow development, in recent years, thephenomena of regarding hardware and ignoring software is changing ,service-faced and scale application will be the development direction. Now the establishment office, personnel office and finance office ofJiLin province have their own office software, they can not share theinformation, so the matter of leaving out of the establishment and errorestablishment appeared, relatively the distribution of salary and funds wentawry, isolated island of information came to being. This phenomenon resultedin that the statistic data from three departments differed and sometimes isincompatible. Leaders of all levels need to know general information andthen make decisions. So the officials of government demanded to develop amanagement system that could avoid inconsistency in setting organization ,allocating persons and funds.The establishment personnel finance Management System in this paperis a project originated by leaders of government including many functionssuch as unit management, alteration management, general query, statisticsanalysis, report forms management, system management etc.There are systems of the same kind, for example, unit establishmentdatabase management system of central establishment office. But each hasnot realized the function adding, deleting and modifying to the information ofpersons. Other management system in our country is similar. This design notonly achieves above-mentioned functions but also realizes maintenance andsave to the persons, at the same time, it uses Oracle9 database to manage unitand person establishment of all province. It resolves the problem thatpersonnel and finance etc. corresponding departments can not share thevaluable data, so it makes their work more efficient. Now, it has alreadyapplied in province.The System is mainly based on the B/S architecture, in whichcomponent layer includes Data Access layer, Business Logic layer andPresentation layer. The system can manage and demand data about unitestablishment, actual persons, salary and finance funds, and reflect theprocess of unit and person regulation. The system adopts C/S architecturesecondary, realizing transition with central software database.The System adopts template to create maintenance page dynamic,when the template is changing, all the pages using it will update automatic.The relative department will see the warning as establishment or fundsurpasses the limit. Statistic analysis could provide histogram and user coulddefine report forms according to their request. In order to respond to thepolicy of ministry of personnel that claim "real name management", thesystem achieves that the management of all units and persons correspondwith the establishment of the nation。The configuration of the system as follows: Web server is Weblogic;Database Management System is Oracle9, with whose integrality control,security management and concurrent control, the system can implement somedifficult tasks;developing tool is Macromedia Dreamweaver MX;Programlanguage is JSP creating Web pages, JAVA,JavaScript and html;Thetechnology of access database is JDBC.This paper introduces some basic theory about E-Government andVPN technology firstly, then explains the whole development process indetail, including requirement analysis, system design, implementation andtesting, deployment.The part of requirement analysis introduces the background about theproject and functions of the establishment personnel finance ManagementSystem at first, then shows using-case diagram of the whole system andanalyzes the specific requirements of every part of the system.The part of the system design introduces the structure and designprinciple of the system in the beginning, then enumerates some staticstructure diagrams and flow diagrams in detailed design, at last lists theimportant Entity-Relationship diagrams of the system.The part of the implementation, testing and deployment introducessome algorithms of implementing web pages, describes some technologychallenges and resolutions about them during the process the development,and presents the situations of testing and deployment.In fact, E-Government is not the project of government network or thesimple applying of certain department's management software, it's order isto optimize configuration and work flow of the government, surpassing thelimit of space and different departments, to supply excellent, comprehensive,transparent management and service for the citizen and enterprises. In orderto let leaders to make macroscopic decision more valid and in time, at thesame time to supply a more general and convenient service platform, thereare many relative works to do, such as joining the work flow of theestablishment, personnel ,finance departments in this system to achieveoffice automatic, realizing that the basic information of the person is offeredby different department (police, civil administration, labor insurance,social insurance and hospital) , supplying a integrated management platformof all province citizen's information ultimately.
