In Government Procurement Act, material stocking universities is subject to the scope of legal stocking. Therefore, the precious instruments or material stocking in batches are handled via calling for tenders by government, but the material stocking limited at unit price of 100,000 yuan is handled in varied ways. Most of the present material supply ways in universities belong to traditional manual operation, in which stocking period is so long and the cost is so high that it is difficult for expense input to realize the maximization of invested outlay. This paper analyses how to substitute the traditional stocking of material with network-based bidding for the purpose of saving dealing cost, lowering stocking cost, shortening stocking circulation and ensuring the maximization of invested outlay.With the gradual increase of government' s expense input in universities, the scale of universities is expanded and the construction of material equipment is reinforced. In the meantime, the demand of equipment stocking is larger and larger, the quality requirement is higher and higher. Therefore, the construction of standardization andinstitutionalization of equipment management still needs to bestrengthened. Otherwise, caused by the loss of expense, the blindness andthe non-standardization of equipment stocking, it is possible to bringunnecessary economic loss and negative influence to the development ofuniversities. On August 30th 1999, The Tendering and Bidding Law of thePeople's Republic of China was published in the eleventh session of theStanding Committee of the 9th National People's Congress of the People'sRepublic of China, which was put into effect on January 1st 2000. In 1999,Ministry of Finance promulgated the Provisional Measures of the People'sRepublic of China for the Administration of Government Procurement. OnJune 29th 2002, Law of the People's Republic of China on GovernmentProcurement (abbreviated as Government Procurement Law) was promulgatedin the eleventh session of the Standing Committee of the 9th NationalPeople's Congress of the People's Republic of China, which came intoeffect on January 1st 2000. The implement of laws and regulations mentionedabove standardizes stocking behavior, ensures stocking quality, improvesstocking effectiveness, strengthens stocking supervision in order toensure the maximization of invested outlay and achieve the greatest outputwith the lowest input. At present, concentrative bidding and stockingbased on network is gradually carried out in universities, which reducelinks, shorten bidding period, save expense input, introduce moreeffective competitive mechanism which are good for both sides to comparethe price completely and compete fairly.However, the importance is that traditional retail stocking is still exist to some extent in equipment management in universities, especially the material stocking limited at unit price of 100,000 yuan is usually handled in this way. Although this kind of stocking is timely and convenient, because of the lack of the confine system and supervision mechanism, the disadvantages are obvious. Without the scale effect,retail stocking is so free that it is easy to breed corruption. Therefore, the standardization of the management of the material stocking limited at unit price of 100,000 yuan has become a problem in universities which cries for immediate solution.This thesis aims to demonstrate and conclude the high-effectiveness and feasibility of network-based material stocking management in universities by using contrastive study on network-based and traditional manual operation of limited material stocking. This thesis contributes to a trigger for consideration and practice of the innovation and the improvement of material stocking management in universities. This thesis also contributes to the full understanding of the reality significance and long-term significance of the new style of network-based material stocking in order to realize modernization and high-effectiveness of material stocking management in universities.This thesis is organized as follows:introduction section reveals the history, actuality and developing trend of stocking. By analyzing and comparing the history and actuality of stocking, this section illustrates network-based material stocking in universities is the essential developing trends for stocking management, which is the foundation of other sections in this thesis.The second section analyzes the present status of material stocking in universities. This section analyzes the present equipment stocking management in universities, indicates the difference between cost price and efficiency with different stocking model and reveals the operation mechanism and features of different stocking model adopted in equipment stocking management in universities. Also, a feasible program of online stocking model and needed network condition are provided in this section. The third section analyzes the efficiency of material stocking in universities. This section measure and calculate the efficiency ofdifferent material stocking adopted by two different universities. The social and economic efficiency of different stocking models are compared in details. The essence and significance of network-based material stocking in universities is demonstrated with live and complete data.The fourth section introduces program design and the realization of functional module. Based on the first two sections, this section proposes the construction of online bidding system and the realization of networkedness, automation, paperlessness and standardization. Online bidding system is also proposed through practice in this section.With the use of cost-efficiency analysis, the social and economic efficiency of traditional and network-based model is analyzed to validate correctness and completeness of the design of online stocking system. Based on literature review and full study on theoretical research, this thesis carries out a complete research on laws and regulations and performance relevant to stocking and bidding in China. The history, actuality and developing trend of equipment stocking are reviewed. As for practice, we devote to the exploration of the new style of online stocking, renovation of bid evaluation method, reduce of human factor for the more scientific, objective and fair results of bid evaluation and the higher efficiency of stocking. We probe into the stocking management in Guangdong universities and analyzed the issues existing in their management approaches by interviewing counseling experts. Meanwhile, we complete to design a standardized and workable software system for network-based material stocking management, which provides a powerful technology support for the practice of the designed material stocking model.One limitation with this thesis is the limited energy, time, data and information. Especially the latest research trend is not studied completely and in time. Therefore, the research vision is not open enough so that the research scope can be developed in further study. Furthermore,the online stocking system is bound to the author' s career and lots of external factors such as the actuality of material stocking in universities in Guangdong. Due to complete demonstration of the practice of system process and limited application field of functional module, relevant data collection is not enough and typical analysis is not effective enough.As a conclusion, it is imperative under the situation to substitute traditional manual stocking with network-based material stocking. The online bidding system of the material stocking limited at unit price of 100, 000 yuan has already displayed high social and economic efficiency. The functional module was applied in real practice, which assessed completely its feasibility and effectiveness. Therefore, the new system can be expanded in material stocking management.
