The object of this paper is the applications of IPPR-Image Processing and Pattern Recognition-in the remote video monitoring system. The main purpose of it is to simulate the functions of eyes' based on the technologies of IPPR . And the methods both of Computer Graphics and of Computer Video are applied in this research. In this paper , the current states and the recent development of the applications in remote video monitoring system are introduced and the principles of them are also discussed . One of the focus in it is the image preprocessing , in which the main algorithms of image processing are programming implemented in Delphi such as the binaryzation and gray data extraction of 24-bit true color image, threshold division, image enhancement and filtering, image dilation, characters division, and so on. And the analysis and comparison has been made among the popular methods in the image recognition. And then the histogram-based module to recognize the blue screen which is familiar in remote video monitoring system has been implemented. In this module, the HSV color space based on the color features of the images has been built. Then H-component histogram of the HSV color space make it possible to compute the weighted distance between the sample images and the object ones. Accordingly it is possible to exam whether the object images are blue-screened on the base of the comparison between the weighted distance and the threshold. In this paper, the thorough research and analysis and the corresponding experiments have been taken on the popular methods in meter measurement. Then this paper give a new method to recognize and process the image and then measure the meters. In this method , the preprocessing has been taken on the object , including filtrate, threshold division, etc. And the location of each character has been made through the casting shadow horizontally and vertically. Furthermore, the characters have been recognized after being made to the regular sizes. Therefore this method is valuable and practical for its simplicity , good performance in real-time processing, credibility and so on.
