Digital video monitoring system based on IP network is a new generation of video monitoring system with the feature of digitization, network and intelligent. Emerged with the development of network technology, multimedia technology and computer vision, it can be widely applied to network video conference, banks video monitoring, telemedicine fields and etc. So research on its key technologies can be very useful and valuable.Generally speaking, the key technologies of video monitoring include video collection and compression, reliable transmission of video signals, the intelligent use of information storage systems, etc. About network video monitoring system, efficient video compression and network transmission are always in the spotlight. H.264/AVC (later short for H.264) standard is a new compression technology for low bit-rate communication, which was developed by Joint Video Team (JVT) made up of ITU-T Video Coding Experts Group (VCEG) and ISO/TEC Motion Picture Experts Group (MPEG).On one hand, it greatly increases the video compression efficiency by some new technologies. On the other hand, it can be matched with network more friendly than the previous standards.In this paper, we firstly focused on the basic principles of digital video compression, and then mainly made a summary and analysis of key technologies to the latest standard H.264, which is more suitable in the application of network digital video monitoring system than the previous standards. After that video transmission technology and digital storage technology were discussed, including some prevalent network communication protocols. In the specific design of our system, through the analysis of the various divisions of the functional modules, we programmed and developed for these modules based on the original software development kit using VC++6.0. Real-time video transmission through a LAN has been achieved in the demonstration.In the next part we did research on the specific applications of H.264 in the network monitoring system. Firstly, based on the network-friendly of H.264, some advanced error control techniques and tools were introduced, and the new SP/SI slice coding technology was applied into the system, which can make customersdynamically select the best video streaming according to the network bandwidth at different time. Then we made some more deep research on the intra-prediction and integer DCT transform technologies of the H.264 standard. Finally a fast intra-prediction mode decision scheme for H.264 was proposed which combined both characteristics of them. Experimental results showed that the proposed scheme had reduced the encoding time and so we achieved the aim of reducing the computing complexity and increasing the encoding efficiency.
