In recent years, Informization has become the inevitable trend of the current society development, economy increase and technology improvement, thanks to the fast popularity and application of modern technologies, such as communication, computer and software etc. The booming of informization brings new opportunities and challenges to traffic management for police. While the national economy is developing rapidly, a series traffic problems appears, such as traffic accidents, violation, traffic jam, and the like, which has become a big difficulty harassing traffic management departments and placed unheard-of heavy pressure to them.After studying the abroad advanced experiences and summarizing the existing problems in the domestic traffic management, it is found that one of the reasons that cause these problems is the existing traffic management system cannot meet the actual traffic requirements, whether the management mode is concerned or the sophistication or utility is concerned. This situation restricts the traffic management personnel's capability and efficiency performing tasks as well. Therefore, not only should we increase the investment to infrastructure, improve people's consciousness to be disciplined and restrict vehicles amount, but also should build an advanced information management platform - Traffic Management System for Police .Adopting multiple access methods, such as Web, PDA, mobile phone and so on, this system provides real-time, dynamic query of traffic management data, quick field penalty to violations based on advanced network, computer information and software technologies. Using this system, police can punish those who violate traffic regulations more strongly, speed up the process of traffic accidents and violations, reduce the traffic jam duration and increase the roads usage. Police can get traffic information that they need in seconds and the average time handling a traffic accident or violation is reduced from 25 minutes to 5 minutes by this system. As such, police obtains remarkably speeded penalty handling, reduced traffic jam duration and improved law execution efficiency.First, the foundation of this system is discussed in this paper - building a system framework with high efficiency, stability, availability and scalability based on the technical feature of J2EE. In the second part, the Design Patterns and MVC model is introduced in order to implement a program framework easy to maintain and extend with high cohesion and low coupling between its modules, and the database design using Object Relational Mapping technology. Then the system requirement and function are deeply analyzed and the design implementation - the main part of this paper - is described in detail. The system functioning is mentioned as well. Finally, the prospect of Traffic Management System for Police is talked about at the last part of this paper.
