With the rapid development of the standard of the people's living and the change of power utilization structure, the situation happened consequentially that the increase of peak power load is more rapid than the increase of power utilization. The primary reason of the time-of-use (TOU) price's implement is that there are obviously peaks and valleys in the load curve. Determining the time-of-use (TOU) price through peak and valley time period partition stimulate consumer adjust their custom of power utilization.Firstly, the paper briefly introduces the background of the market to the peak and valley time-of-use (TOU) price, analyzes the status in research of our Time-of-use (TOU) price and peak and valley time period partition. At the same time the paper discusses the advantage of component analysis method technology in peak and valley time period partition, confirm the research target of the paper.Secondly, the paper discusses and introduces the basic theory of component analysis method technology. On the basis of basic principle of the introduction, expatiates the Power Reading Meter Management Information System we designed and developed for one power supply bureau in Bulgaria, include the background and target of development and system design.
