To resolve low precision in Web Services discovery, the research community brings semantics to Web Services. Semantic Web Services have their semantic descriptions and thus make it possible for services to know the content, function and attributes of each other. The Semantic Web should enable clients to locate, select, employ, compose, and monitor Web-based services automatically.This paper researches Semantic Web Services discovery and presents a framework named SWSD. SWSD includes tow major components, register center and ontology base. SWSD divides the process of services discovery into three phases: getting requests from the clients, construction a candidate services set and selecting the matched services from the set. OWL-S is used as the Semantic Web Services description framework and communication language in the process of services register and users' request.The construction of the candidate services set and the selection of the matched services bases on the capability of Semantic Web Services. In the process of candidate services construction, this paper uses a tow-step method, firstly getting rid of obvious dissatisfied services using service categories, and then getting the best matched services using capability description via transformation function (IOPR). The tow-step method enhances the efficiency of the construction of candidate services set. The selection of the matched services is based on a weighted sum of IOPR matched degree between the requester and the provider.This paper realizes a prototype system of SWSD, and validates usability and effectiveness of SWSD by a typical case study.
