The Management And Development Of Human Resources In Archives

Management of human resources is a great progress and contribution of modern theory of management on human affairs realm, which takes human as center and takes dynamic individual as the most valuable kind of resources. Management of human resources promote joint development of both the organization and personal , through exploiting, utilizing and defending the human resources within the organization . As a scientific institution of the nation, archives is both the place of keeping files and the center of using historic records used on scientific research and work of all aspects. The task is inspected, supervised and instructed by the organization both on the same rank and higher rank .Archives developed greatly after reform and opening to the outside world , but services lagged behind comparing with the developing of economy and society . Among these problems, the problem on the allocation and using of talents becomes a limited factor which hold the developing of the archives management back. People feel it urgent to develop archives management , through strengthening management and exposition of human resources. The article argues on these aspects, one is to introduces theory of management of human resources into services of archives, the other is to enhance the planning, developing, using and defending the human resources in archives, the third is to alleviate the crisis of talents. In the parts following , I will introduce the main parts of this article .The 1st part outlines the management of human resources. First , it implicates management of public human resources. Taking human resources in state administrative organ, public institution and business enterprises as analytical object, management of public human resources is a sum of such management and process as planning , employing, appointing, using and defending the human resources belonging to the institution, according to the law.
