Many occurrences of the harmful algal blooms represent a significant and seemingly expanding threat to marine ecosystems. To satisfy the requirements for the exploitation and utilization of the marine resource and progress of society and economy, the development of the harmful algal blooms monitoring and predicting system is indispensable.Considering the problems of the current harmful algal blooms monitoring and predicting system, a new integrated infrastructure of the system, the data transmission subsystem, the principle model of the marine environment data warehouse and the harmful algal blooms density model are introduced in the paper.The researches are below:(1) A new integrated infrastructure of the harmful algal blooms monitoring and predicting system is proposed and designed. The goal of design for a new infrastructure is introduced, based on the analysises of the tendency of development of current marine information system. According to the goal, the model of the new infrustructure is built. The integrated protocols of the system and the designs of system function are analyzed and discussed in detail. Also, the concrete implement of the new system is introduced.(2) Combinding the XML with simple, open, expanded, flexible and self-described, and the reliable client/server communication model, the structure of the real time marine data transmission network subsystem is proposed. The concrete implement of the HABML and the marine data server are designed, as well as.(3) Considering the features of marine environment data and the requirement of harmful algal blooms monitoring and predicting system, the marine environment data warehouse is designed, included the system infrastructure and the data model.(4) The support vector machine(SVM) regression principle is applied to the harmful algal blooms density forecast.
