In recent years, with the rapid development of the mobile communication technology, the mobile devices and its related business have been applied to a large scale fields. Thus, the scale of mobile commnunication network and the number of base stations develops with a quick speed. The widespread deployment of mobile base stations make it more and more difficult for the traditional artificial monitoring way to meet the requirements of efficent management. To reduce the maintaince cost and improve the management efficency, the automatic centralized technology of administration becomes a hot topic in the mobile network monitoring field.Based on the project of "Synthetical Mobile Base Station Monitoring and controlling system", we deeply research the design methodology and implementation principle of the centralized Mobile Base Station Monitoring system, and present a SDH-based solution. Our pratice has proved that this solution can overcome some shortcomings of current systems, and meet the reqirements of numerous base stations monitoring.The Intelligent Gateway is the core device in our system. It accomplishes the monitoring instruction parsing, the monitoring stream analysis, inter-domain data convertion, and data forwarding. To improve the system modularization, flexibility and scalability, we present Forwarding and Processing Elements Separate gateway Architecture—FPESA. What's more, we solve some problems, such as the HNRRS data stream withdraw algorithm, and the multi-protocol intelligent forwarding machenism, etc.The high reliability design is the key to make the system stable and continuous working. By detailed analysis of systematic failure in the Intelligent Gateway, we propose a fault tolerant design scheme of dual module hot spare, and make it into use. Reliability experiments show this scheme can decrease the systematic failure probability, and increase the system reliability.
