With the rapid growth of Information Technology Industry, tradionnal broadcast television and home entertainment has been revolutionized by various advanced applications such as digital TV,network video streaming and DVD video.To get higher performance of video compression, in 2001, the Jonit Video Team(JVT) formed by the ISO Motion Picture Experts Group(MPEG) and the ITU-T Video Coding Experts Group, developped a new standard significantly outperform MPEG-4 and H.263 and providing better compression of video images with a range of features supporting high-quanlity, lower-bitrate streaming video.These history led to draft a new standard of "Advanced Video Coding"(AVC),which is kown as ITU-T Recomendation H.264 and as ISO/IEC 14496(MPEG-4) Part 10.The aim of the paper is to implement H.264 encoder system on LCP1500 PCI plug-in development card for PNX1500 Nexperia Digital Media Processors. The system can capture analog PAL video signal and digitize these signal.Then the system can transform the format of the digital video signal and encode these signal as H.264 video compression standard. Finally, the system can save the H.264 video streaming as a file in local harddisk.The file can be decoded and displayed by common H.264 decoder.The whole systm is designed referenced to Nexperia TSSA software architecture.The content of the paper mainly include following:Image and Video Compression Fundamentals, including the history of video compression standard, the basis of Information theory,lossless compression such as Huffman coding and arithemetic coding, lossy compression,motion estimation and motion compensation, the Hybrid DPCM/DCT Video CODEC Model.Researches of H.264 standard,including introduction of the H.264...
