Recently, High Frequency Ground Wave Over-The-Horizon Radar becomes more and more important. A pilot system of High Frequency Radar has been built in HIT. Signal processor is a important part of High Frequency Ground Wave Over-The-Horizon Radar. With the fast development of hardware, more reliable and more stable design of signal processor is put forward. The dissertation aimed at designing a new signal processor basing on the development of hardware and the signal process of High Frequency Ground Wave Over-The-Horizon Radar. After that, basal signal software of DSP, a important part of processing card, is designed.The thesis firstly analyzes the signal form of Frequency Modulated Interrupted Continuous Waveform (FMICW) in theory, studies the principles of detecting range and velocity for FMCW, and further discusses the essential processing methods of the FMICW signal form, including the range transform processing method based on the strict corresponding relation between time and frequency domain, the velocity Doppler transform, the digital beam forming. Then, I design a new signal processor basing on the development of hardware and the signal process of High Frequency Ground Wave Over-The-Horizon Radar.After that, I introduces the capability of DSP , a important part of processing card.Based on the research mentioned above, the paper introduces the method of how to realize basal software, combing the processing of High Frequency Ground Wave Over-The-Horizon Radar signal and the capability of DSP. According to the index, I introduce the program flowchart and the experiment result. Then, in this paper, the designing scheme of each module and the process of realization analyzed. After that, I explain the design of software is feasible.
